ReasonAt its 10/9/13 meeting, WMS directed the Resource Cost Working Group (RCWG) to develop a VCMRR to clarify the NPRR485 grey box with the following instruction: "Mitigated fuel costs are intended to allow a Resource to be compensated for its total fuel cost, through a 12-month rolling average, updated and reviewed by ERCOT quarterly." Following further discussion at the 11/13/13 WMS meeting, WMS voted to direct RCWG to file this VCMRR.

Summary

This Verifiable Cost Manual Revision Request (VCMRR) revises the grey-boxed language that was added to the Verifiable Cost Manual following the approval of Nodal Protocol Revision Request (NPRR) 485, Clarification for Fuel Adder Provisions, modifies the types of fuel costs Resources may submit, and defines the timeline for the verifiable fuel cost process.
