SCR767 Non-Spin Deployment Criteria

ReasonThe current deployment selection may either be done by a total MW requirement amount or by manual selection of Resources. Since only On-Line Resources providing Non-Spin can immediately inject additional capacity into Security-Constrained Economic Dispatch (SCED), it would be useful to have Non-Spin deployment from only On-Line Resources as an option.
