Summary
This RMGRR adds a new section that describes the process by which owners of Distributed Renewable Generation (DRG) may receive credit (via their Retail Electric Provider’s (REP’s) Qualified Scheduling Entity (QSE)) for out-flow power delivered to the grid. Most importantly, this section describes the metering that is required and how the monthly out-flow generation value will be transported on the Texas SET (Texas SET) 867_03, Monthly Usage, and 867_02, Historical Usage, transactions without changing the Texas SET Implementation Guides -- i.e., no "Texas SET change." In addition, this new section will also broadly describe the settlement processes that will be used to account for out-flow power. These settlement processes are detailed in Protocol Revision Request (PRR) 756 and Load Profiling Guide Revision Request (LPGRR) 030.
