Summary
This Nodal Protocol Revision Request (NPRR) proposes clarifications in furtherance of the Resource Definition Task Force’s (RTF) objectives to “identify[] problematic terms” in the Protocols and “improv[e] the current structure and terms where practical.” Specifically, this NPRR replaces all instances of the terms All-Inclusive Generation Resource and All-Inclusive Resource with appropriate terms from Section 2.1. The terms All-Inclusive Generation Resource and All-Inclusive Resource cause confusion because many generators that fall within the scope of the definitions of these terms are neither Generation Resources nor Resources. In most cases, ERCOT has simply replaced the term All-Inclusive Generation Resource with “Generation Resource and Settlement Only Generator (SOG),” and replaced All-Inclusive Resource with “Generation Resource, Settlement Only Generator (SOG), and Load Resource.” However, in many of the cases where All-Inclusive Generation Resource is currently used, ERCOT has determined that the requirement should apply only to certain categories of registered generators and has revised the language appropriately. For example, ERCOT has proposed that Primary Frequency Response should be provided only by Generation Resources and any other transmission-connected generators, and that it need not be provided by distribution-connected generators. In these cases, the elimination of All-Inclusive Generation Resource enables ERCOT to more narrowly tailor the requirement’s applicability to a reasonable scope. In several other instances, ERCOT has supplemented an existing reference to Generation Resource with a reference to SOG, or the appropriate subtype of SOG, to further clarify the requirement’s applicability.
