Summary
This Nodal Protocol Revision Request (NPRR) clarifies processes associated with repossession of Congestion Revenue Rights (CRRs) by ERCOT in circumstances where there has been a Payment Breach or other Default by a Market Participant by: 1. Specifying data transparency requirements; 2. Documenting the disposition of auction revenue funds in excess of amounts owed to ERCOT by the Market Participant; 3. Clarifying that the one-time auction bids must be positive; and allowing immediate transfer of ownership of CRRs to the winning bidder in a one-time CRR auction if this is necessary to ensure the correctness of the inventory for subsequent CRR auctions.
