NPRR761  As-Built Clarification to NPRR515, Day-Ahead Market Self-Commitment of Generation Resources

Nodal Protocol Revision Request (NPRR) 515, Day-Ahead Market Self-Commitment of Generation Resources, adds a Day-Ahead Market (DAM) mechanism for self-committing Generation Resources on an hourly basis. If a self-committed hour is contiguous with a DAM committed hour the DAM considers the Resource as having no cost to start up. This NPRR clarifies that a Resource will not be eligible for Day-Ahead Make-Whole Payment Startup Cost compensation when the DAM considers the Resource as having no cost to startup, per NPRR515.
