ReasonNPRR527, Required Combined Cycle Telemetry for Operational Awareness and PDCWG Analysis, required the telemetry of NFRC for combined cycle units only. However, as recognized in North American Electric Reliability Corporation (NERC) Reliability Standard, BAL-001-TRE-1, and within Nodal Operating Guide Section 2.2.8, Performance/Disturbance/Compliance Analysis, other generator types may also have power augmentation that is not frequency responsive. ERCOT should have the same operational awareness of this NFRC and the PDCWG should have the clarification for when this power augmentation is to be considered in PFR calculations.

Summary
This Nodal Protocol Revision Request (NPRR) requires the telemetry of any Non-Frequency Responsive Capacity (NFRC) to ERCOT for operational awareness. This NPRR allows the Performance, Disturbance, Compliance Working Group (PDCWG) to accurately measure the Primary Frequency Response (PFR) of Generation Resources while using ERCOT collected data necessary to analyze each Measurable Event. Revisions to the User Guide, “ERCOT Nodal ICCP Communications Handbook” will be required as a result of this NPRR.
