NPRR645  Real-Time On-Line Capacity Revisions

This Nodal Protocol Revision Request (NPRR) modifies NPRR568, Real-Time Reserve Price Adder Based on Operating Reserve Demand Curve, Phase 1 inputs to the calculation of Real-Time On-Line Capacity by including On-Line Non-Spinning Reserve (Non-Spin) in start-up mode, eliminating under generation intervals, and capping Real-Time Metered Generation (RTMG) at the High Sustained Limit (HSL) to prevent negative On-Line capacity for Wind-powered Generation Resources (WGRs). Additionally, resource-level bill determinants for adjusted HSL (Real-Time Adjusted On-Line High Sustained Limit for the Resource (RTOLHSLRA)) and RTMG (Real-Time Adjusted Metered Generation per QSE per Settlement Point per Resource (RTMGA)) will be provided for transparency. Additionally, new Resource-level bill determinants have been added to the Phase 2 grey box language to better represent the manner of implementation.
