Summary
This Nodal Protocol Revision Request (NPRR) clarifies that a Qualified Scheduling Entity (QSE) representing a Load Resource and submitting a bid to buy for participation in Security-Constrained Economic Dispatch (SCED) must also represent all Load Serving Entities (LSEs) for all sites within the Load Resource. The NPRR also aligns Section 8.1.1.2.1.3 with the current requirement that a Load Resource may only qualify to provide Non-Spinning Reserve (Non-Spin) if they are a Controllable Load Resource qualified to participate in SCED.
