NPRR578  Restores RUC Decommitment Charge Language Deleted in NPRR416

Approved Urgent sponsor ERCOT posted 2013-11-06 ercot.com
ReasonSection 5.7.6 was unintentionally deleted as part of NPRR416. The language in Section 5.7.6 provides the mechanism to uplift the charges to the Load Serving Entity (LSE) based on Load Ratio Share (LRS) when ERCOT must pay a Resource, as described in Section 5.7.3, Payment When ERCOT Decommits a QSE-Committed Resource.
