NPRR535  Resource Status Startup - Shutdown

This Nodal Protocol Revision Request (NPRR) would allow Inter-Control Center Communications Protocol (ICCP) data required by ERCOT to include a Resource Status for ONTEST, STARTUP, and SHUTDOWN. A Resource using ONTEST or STARTUP status is not available to Security-Constrained Economic Dispatch (SCED) calculations. We believe that A Resource using SHUTDOWN status should also not be available to SCED calculations.
