NPRR483  REC Program Renewable Resource Self-Reporting MWH Production Data and Metering Requirements

ReasonThis NPRR aligns the Protocols with P.U.C. Subst. R. 25.173, Goal for Renewable Energy, in regards to awarding RECs to renewable All-Inclusive Generation Resources for MWh production. Metering that is located at the ERCOT Point of Interconnection (POI) records net energy flows and there are instances in which the output from a renewable All-Inclusive Generation Resource serves on-site Load. If generation data is in the ERCOT Settlement systems for a renewable All-Inclusive Generation Resource, current Protocol language has a requirement that the data be utilized for awarding RECs. In instances where on-site Load is being served by the renewable All-Inclusive Generation Resource, the data in ERCOT Settlement systems would not account for all the MWh production data.

Summary
This Nodal Protocol Revision Request (NPRR) provides an option for a renewable All-Inclusive Generation Resource to self-report quarterly MWh production data to ERCOT for use in the Renewable Energy Credit (REC) Program. In addition, this NPRR establishes metering requirements for any renewable All-Inclusive Generation Resource choosing to self-report MWh production data for use in the REC Trading Program.
