ReasonIn Protocol Revision Request (PRR) 830, Reactive Power Capability Requirement, ERCOT modified the definition of a "Wind-powered Generation Resource" in order to obtain a more accurate representation of the reactive capabilities of the aggregated turbines of the same model and size for reactive modeling purposes. However, for Dispatch purposes, many Qualified Scheduling Entities (QSEs) / Resource Entities representing WGRs are not able to independently Dispatch those WGRs due to control limitations. Therefore, ERCOT believes an acceptable solution to this problem is to create a WGR Group for Dispatch purposes while still maintaining the WGR definition for reactive modeling purposes. The creation of the WGR Group also addresses the Base Point Deviation treatment for these WGRs under their current operational capabilities. By allowing multiple wind turbine models or sizes to be combined in a single WGR, Market Participants may avoid the burden of having to register and operate additional WGRs due to the replacement of wind turbines if the replacement turbines have similar, if not exact characteristics, or due to the installation of a de minimis number of turbines that may have different characteristics from the majority of turbines in the WGR for the purpose of testing new technologies, so long as it does not reduce ERCOT’s ability to model pre- and post-contingency conditions on the ERCOT Transmission Grid.

Summary
This Nodal Protocol Revision Request (NPRR) provides that Wind-powered Generation Resources (WGRs) meeting registration requirements will be evaluated for Generation Resource Energy Deployment Performance (GREDP) and Base Point Deviation as groups of WGRs rather than individual WGRs. This NPRR also permits multiple wind turbine models or sizes to be combined in a single WGR if certain criteria are met.
