NPRR352 Real-Time HSL Telemetry for WGRs
ReasonThe logic that has been implemented per the current Protocol language has resulted in the underestimation of potential wind power output following a release from curtailment for individual WGRs. This in turn has led to larger than desired control and response oscillations when operating near system transmission limits. The proposed language will create a more clear and consistent view of the real power capabilities of WGRs for ERCOT’s Dispatch systems.

Summary
This Nodal Protocol Revision Request (NPRR) changes the process by which Qualified Scheduling Entities (QSEs) determine the High Sustained Limits (HSLs) to telemeter for Wind-powered Generation Resources (WGRs). The requirement that QSEs set the HSL equal to output immediately following a release from curtailment is removed. Instead QSEs will be expected to use their best judgment to determine the output capability of the WGR with the expectation that the value will consider the net real power of the WGR, turbine availability, weather conditions, and whether the WGR output is being affected by compliance with a Security-Constrained Economic Dispatch (SCED) instruction.
