NPRR341  Remove Ancillary Service Offers from SASM that do not Meet the Lead Time

ReasonTo prevent a Resource from getting committed before the lead time is met, Market Participants would like to add an hourly expiration time to Ancillary Service Offers. This NPRR is being submitted to suggest an alternative solution because the system changes needed to implement the hourly expiration time for Ancillary Service Offers is too extensive. The solution suggested in this NPRR attains the same objective as putting the hourly expiration time in Ancillary Service Offers and at the same time is much simpler to implement. Currently SASM does not look at temporal constraints when awarding offers. The system needs to be modified to not award Off-Line Resources in SASM before meeting the lead time. This will be done by removing offers for each hour in the study period that do not meet the lead time before running SASM. Such offers are from Off-Line Resources for which the current time plus the lead time (based on the warmth state and the historical commitment status) is greater than or equal to the study hour. If the lead time cannot be met for the first hour of a block offer, then the whole block offer is cancelled.
