NPRR193  Application of Nodal Implementation Surcharge in Verifiable Costs

Approved sponsor Ino Gonzalez for the Verifiable Cost Working Group (VCWG) on behalf of the Wholesale Market Subcommittee (WMS) posted 2009-08-17 next action Consideration ercot.com
ReasonThe current Nodal Protocols allow Resources to include the Nodal Implementation Surcharge in the Minimum Energy costs as described Section 5.6.1.2, Verifiable Minimum-Energy Costs. However, Resources begin incurring the Nodal Implementation Surcharge as soon as they close the generator breaker while ramping to the LSL. And since costs at minimum energy are charged while the Resource is operating at the LSL, for the ramping period from breaker close to LSL these Nodal Implementation Surcharge costs are not being captured in the verifiable cost process. Therefore, the Verifiable Cost Working Group (VCWG) is submitting this NPRR to incorporate the Nodal Implementation Surcharge cost from breaker close to LSL into the Startup Costs.
