ReasonThe current Nodal Protocols do not allow QSEs to file Resource-specific fuel consumption from breaker close to LSL and from breaker open to shutdown although these fuel rates are needed to operate the units, therefore, are legitimate costs that should be accounted for as part of the verifiable cost process.
