NPRR167  Options for Filing Verifiable Costs -- QSEs or Resources

ReasonVerifiable costs are Resource-specific costs which are used by ERCOT in various calculations and internal processes, including the replacement of generic generator-type cost caps and to provide QSEs with forms of cost recovery that would otherwise be unavailable. In the current Nodal Protocols, verifiable costs may only be submitted by QSEs, however, some Resource Entities are concerned with confidentiality issues and do not want their QSEs to view their verifiable cost data. In addition, some QSEs do not want to take responsibility for the accuracy of the Resource-specific data filed to ERCOT by the Resource Entity via the QSE. Hence, some Market Participants want the flexibility of either the QSE or Resource Entity filing verifiable costs with ERCOT. The rules for filing and appealing verifiable costs are described in the Verifiable Cost Manual.
