Summary
This Nodal Protocol Revision Request (NPRR) modifies the definition of the Real-Time Generation Resources with an Off-Line Non-Spin Schedule (RTOFFNSHSL) to allow non-zero values for this billing determinant only if the Resource was Off-Line when it telemetered OFFNS. This is to ensure accurate Settlement in the scenario where an On-Line Resource erroneously telemetered OFFNS.
