NPRR092 Remove Voltage Schedules Requirement

ReasonERCOT systems do not generate or receive voltage schedule data. ERCOT does not normally provide voltage set point instructions to generators. ERCOT has delegated this responsibility to Transmission Operators (TOs). In order for this data to be provided to the market, a separate tool will need to be built in order to access the information from the TOs.
