ReasonUnder NPRR049, Generation Subsystem Changes to Incorporate Approved Whitepapers, SCED will deploy RRS energy instead of LFC. Hence the Ramp Rate needed for RRS deployment should be allotted to SCED, as proposed in this NPRR.

This NPRR revises the Security Constrained Economic Dispatch (SCED) Up Ramp Rate (SURAMP) formulation. This change removes reserving part of Ramp Rate for Responsive Reserve Service (RRS) deployment by Load Frequency Control (LFC)
