ReasonThe current Protocol language in Section 5.7.3 does not address the possibility of a Resource being committed within the Operating Day some time after a RUC Decommitment within that Operating Day. Also, the current language in Section 5.7.3 does not clearly define the hours to use in the RUC Decommitment Payment calculation when the RUC Decommitment spans multiple Operating Days. In addition, the Startup Eligibility in Day-Ahead and RUC Make-Whole payment calculations needs clarification.Three formulas need parentheses corrections.
