NOGRR181  Transmission Operator (TO) Black Start Plan Submittals

This Nodal Operating Guide Revision Request (NOGRR) harmonizes the Transmission Operator (TO) Black Start plan submittals with the North American Electric Reliability Corporation (NERC) Standard EOP-006-2, System Restoration Coordination. Currently there is a timing issue with TO Black Start plans being submitted days and weeks leading up to ERCOT’s annual analysis that begins on November 1. Since ERCOT has to review each TO’s plan within 30 days of receipt, ERCOT is clarifying that receipt is deemed to be on November 1 for the annual effort to study and post the plans collectively within the 30 days.
