ReasonParagraph (7) of Protocol Section 8.1.1.2.1.5, System Black Start Capability Qualification and Testing, requires Qualified Scheduling Entities (QSEs) who represent Black Start Resources to complete an ERCOT-provided report form for Black Start Resource availability tests. This NOGRR adds the form to the Nodal Operating Guide.
