NOGRR064 QSE Acknowledgement of VSS Dispatch Instructions
ReasonTo remove inconsistency between two sections of the Nodal Operating Guides related to the appropriate time period of response by a QSE to a VSS Dispatch Instruction. Furthermore, two minutes is not enough time for a QSE to receive a VSS Dispatch Instruction from ERCOT, then contact the appropriate Generation Resource who then must physically change the voltage at the Generation Resource using whatever means appropriate. This change does not reduce system reliability since existing Nodal Operating Guide language in paragraph (3) of Section 2.2.10, already allows a QSE up to five minutes to respond to a VSS Dispatch Instruction.

Summary
This Nodal Operating Guide Revision Request (NOGRR) revises language in Section 2.7.4.1 to be consistent with paragraph (3) of Section 2.2.10, Generation Resource Response Time Requirements. Section 2.7.4.1 requires Qualified Scheduling Entities (QSEs) to respond within two minutes of receipt of a Dispatch Instruction from ERCOT for Voltage Support Service (VSS) while paragraph (3) of Section 2.2.10 requires a response within five minutes.
