ReasonThe Requirement for Conductor/Transformer rating has been required by the Steady State Procedural Manual and is required for compliance with NERC Reliability Standard FAC-010, System Operating Limits Methodology for the Planning Horizon. Additionally, as the other three ratings are included in the Nodal Protocols and Nodal Operating Guides, the fourth rating should be included as well since the NMMS is used for all ratings submissions.

This NOGRR adds the Conductor/Transformer rating normally used as Rate C in the Annual Planning Models as a fourth Transmission facility rating required to be provided by Transmission Service Providers (TSPs).
